SPECIAL SECTION DELIVERING CAPABILITIES 14 Navy | Summer 2018 Commander, Navy Regional Maintenance Center (CNRMC), which is under the Naval Sea Systems Command (NAVSEA) umbrella and headquartered in Norfolk, Va., was estab- lished on Dec. 15, 2010, to oversee surface ship maintenance and modernization. CNMRC coordinates the depot- and intermediate-level maintenance of the Navy's surface fleet and is responsible for "resourcing the many require- ments necessary to meet the demanding schedule of ship maintenance availabilities that keep the Navy's warships materially ready for action," the command's website says. The primary workload of the Regional Maintenance Center facilities includes Chief of Naval Operations maintenance availabilities, continuous maintenance availabilities, modern- ization work, emergent and voyage repairs, Total Ship Readiness Assessments, Board of Inspection and Survey preparation, Navy Afloat Maintenance Training Strategy in-rate training for RMC Sailors, and Maintenance Assist Team ship repair support. RDML James P. Downey took the helm of CNRMC on June 29, 2016, and took on the additional role of deputy commander of Surface Warfare (SEA 21) on July 1, 2016. Prior to his current assignment, he was the program manager for the DDG 1000 program, delivering the first ship of the class to the Navy. Downey recently met with Navy magazine at his Wash- ington Navy Yard office to discuss the priorities and challenges CNRMC faces in maintaining the surface fleet and meeting readiness requirements.
