Active- duty service members must remain on TRICARE Prime as well as TRICARE-for-Life (over age 65) retirees, whether former active-duty or Reserve members. TRICARE Prime is more like an HMO and you pay more for service outside the military medical system. TRICARE Select allows you to manage your own care, paying a fixed fee instead of a percentage, and does not require as many referrals to health care providers you may want to use who are non-Department of Defense. ere will be a possibly significant increase in deductibles/fees because Congress, rather than phasing in this change in TRICARE, may have just approved an immediate change for all, especially retirees who might otherwise have been grandfathered.
