I n October of 2009, Secretary of the Navy Ray Mabus (SECNAV) announced five "bold, ambitious goals" for the Department of the Navy (DoN) to reduce its energy consumption. At the time, the Department of Defense (DoD) was the world's largest consumer of petroleum, with the DoN the second- largest user at about 29.5 million barrels a day (the Air Force was first).
