EVENTS AND ANNOUNCEMENTS 30 Navy | Winter 2017 U.S. NAVY 30 Navy | Winter 2017 A USN is pleased to announce the recipients of the 2015 Selected Reserve Junior Officer of the Year (JOY) and Bea Ratner awards. While official ceremonies with presentations will occur later, here's a brief overview of their accom- plishments: LCDR Taylor Dewey recently spent two years on active duty as Officer in Charge (OIC) of Joint Interagency Task Force-West's Integrated Maritime Skills Training Team, which "builds partner nation capacity to reduce the destabilizing effects of illicit trafficking and transna- tional crim- inal organi- zations." His all-reservist team of USCG and USN person- nel trained more than 200 part- ner nation personnel from seven countries in the Pacific Region in Maritime Law Enforce- ment and Small Boat skills. As a reservist, he is currently OIC of a Coastal Riverine Platoon. He previously spent a year conducting Security Assistance in Honduras, and six months revising the Cooperative Strategy for 21st Century Seapower in the Pentagon. On active duty, he served on USS Taylor (FFG 50) and Patrol Cra Crew Echo. As a civilian, he is a Foreign Service Officer with the Department of State, and served in Oman and the Dominican Republic. Previously, he was Special As- sistant to the Chairman of the Joint Chiefs of Staff and a Presidential Management Fellow. Dewey has a BA from Cornell, an MA from Stanford, and he speaks six languages. He is a Council on Foreign Relations Term Member, and Secretary of the Navy Reserve Forces Policy Board. LCDR Robert A. Kalloch is currently the Executive Officer, Navy Cargo Handling Battalion ONE. He has previously served as Current Operations/ Training Officer for the Navy Expeditionary Logistics Support Group (NAVELSG), and Logistics Officer for Naval Mobile Construction Battalion 5. He was also the Strategic Airli Coordinator at the (2011) CENTCOM Deployment & Distribu- tion Opera- tions Center in Kuwait/ Afghanistan, and Assis- tant Supply Officer on USS Farra- gut (DDG 99). While Kalloch was serving at NAVELSG, "he directed the planning and execu- tion of three reserve NEL regiments, six reserve Navy Cargo Handling Battalions (NCHB), one active duty NELR, and an active duty NCHB in support of 40 exercises and operations spanning seven continents. He skillfully integrated both reserve and active duty cargo handling capability sets throughout numerous operational plans and exercises, which garr- nered invaluable experience."
