FAIRCHILD A dvocacy by our naval leadership coupled with Department of Defense leadership changes brought forward by this presidential administration are setting the conditions to renew our focus on, and investment in, a strong Navy. Over the next several years, our Navy will benefit from billions of dollars of additional investment aimed to vastly improve our readiness. Chief of Naval Operations ADM John Richardson has identified and prioritized six areas which will provide us the Navy our nation needs. By carefully balancing our increased funding across these lines, we'll work to build a bigger, better, more networked, talented, agile and ready Navy we need to deter and defeat peer adversaries when required. As Sailors, we need to under- stand the unit-level impacts and changes that should follow this investment. As we increase funding, we'll see our ships scheduled for longer shipyard periods, so they can get the in-depth maintenance required to deploy in high states of material readiness and with modernized warfighting systems. Flying and steaming hours will increase, so our fleet can execute the reps and sets needed to ensure we build and maintain operational primacy. Supply parts should be readily available for our Sailors to conduct maintenance and repairs at sea as we work to improve fleet maintenance self-sufficiency. And we'll run manpower "hot," increasing end strength over the next several years, continuing to shape poli- cies which retain our best, and restore the appropriate manning levels required to maintain and operate our warfighting platforms and systems. We're also going to work to improve our fleet training and tactics. All of these investments should help relieve the pressure our fleet has experienced over the past decade and improve our warfighting posture. is increasing of resources also will provide our Sailors greater opportunity to apply their "can do" spirit toward the readiness of their units. Our Sailors and teams want to do excellent work and they enjoy challenge. ey want to repair and maintain equipment and they enjoy the profound sense of pride and accomplishment that comes with being part of a high-performance team. With increased resourcing, I look forward to further unleashing that talent to make our Navy even better! Our chiefs will be key enablers of this focus and effort. ey must tap the insight and knowledge of our Sailors who are doing the day-to-day maintenance to find where resources are needed and where efficiencies can be gained. ey also must be wise managers, taking time to use foresight and think six to nine months ahead to identify and advocate for the tools, parts, and resources required to support the maintenance evolutions and oper- ations our Sailors are eagerly ready to perform. Chiefs understand that fully resourced Sailors will work harder to turn the ship around, get her quickly back to the tip of the spear, and train more rigorously to be a tougher warfighter such that we will prevail no matter who or what the adversary brings to the fight. We are poised to drastically improve the warfighting readiness of our Navy. Our political and policy leadership has heard us and responded with funding. Why does this all matter to us? You may have your own reason or opinion, but I'll tell you why it does for me. As a fleet master chief, I believe we owe it to the families who have entrusted us with their sons and daughters a Navy that is in the highest state of material and operational readiness, one that will ensure they can win and survive in the arena that is high-end naval warfare. Let's do our part to put that funding to effective use.
